PLANNING FOR LOCAL EXECUTIVES

The UP SURP recognizes the vital role of our local chief executives in ensuring the effective development and implementation of plans in our community. The School, through its Training and Extension Services Division (TESD), designed this course to help capacitate the decision makers in the bureaucracy. The “Planning for Local Executives” or simply, “PLEX” program is aimed at capacitating key players such as local chief executives and members of the legislative body in meaningful participation and effective planning initiatives for the benefit of the stakeholders. It outlines the streamlining of executive, legislative and judicial processes in the local context towards improved plan, budget, and ordinance consolidation/implementation.

The PLEX is a five-day program which provides basic concepts, processes and methodologies on urban and regional planning. The program also highlights the overview of planning in local governance, elements of comprehensive planning, and measures to manage planned growth. Moreover, the program provides information base for planning and management as well as discussion on inter-jurisdictional relations in government.
